The Council of The Village of Grand Rapids convened in regular session from
7:30 P.M. to 8:55 P.M. in the Grand Rapids Town Hall. Mayor Judy Keifer called
the meeting to order with the following members and visitors present:
Bill Hutchison - Present
Linda Hall - Present
Carolyn Erdody - Excused
Sara Lewis - Present
Curt Williams - Present
John Berry - Present
EMPLOYEES: Chad Hoffman, Karen Rader
VISITOR: Tim Brown
MINUTES:
Hutchison made a motion, seconded by Williams to approve the Minutes of the
April 12, 2010 meeting as submitted.
Votes were: Hall - yes; Lewis - yes; Williams - yes; Berry - yes; Hutchison
- yes; MINUTES APPROVED
BILLS:
Williams made a motion, seconded by Hutchison, to pay the bills from April
13th thru April 26th, 2010.
Votes were: Lewis - yes; Williams - yes; Berry - yes; Hutchison - yes; Hall
- yes; BILLS APPROVED
INTRODUCTION OF VISITORS:
Tim Brown addressed Council regarding the 2010 State of the County and what they
are doing to adjust to the economy.
The Grand Rapids Arts Council's Event permits will be tabled since a
representative did not attend the meeting.
ADMINISTRATOR'S REPORT:
The Administrator gave his report; a copy will be attached to the official
minutes.
Council agreed to table the asphalting of the east end of the Canal until the
hydro-power system feasibility study.
READING OF COMMUNICATIONS:
The Mayor read a thank you from David Shidler for our support of his Eagle Scout
Project.
The Mayor discussed the Applebutter Fest newspaper advertising.
Williams made a motion, seconded by Hutchison, to approve the ad for the
Applebutter Fest with any changes needed.
After discussion, a vote was held to approve the ad for the Applebutter Fest
as submitted to the Fiscal Officer.
Votes were: Williams - yes; Berry - yes; Hutchison - yes; Hall - yes; Lewis
- yes; ADVERTISEMENT APPROVED
The Mayor passed out the Youth Baseball's application for public property for
the Applebutter Fest. A representative will be attending the next meeting.
COMMITTEES:
Berry submitted a copy of the NW Wood Ambulance District meeting minutes from
the March 9th meeting. A copy will be attached to the official minutes.
Berry gave his report on the April 14th Meeting of the Whole. A copy will be
attached to the official minutes. After discussion, Hall verified that Mr.
Punches was asking for the tree to be trimmed rather than cut down.
Mayor reminded Council of the Buildings, Parks, Properties & Maintenance
Committee meeting on Tuesday the 27th at 7:00 pm.
A Safety & Welfare Committee was set for May 4th, 2010 at 7:00 pm at the
Administration building to discuss properties.
ORDINANCES:
The Fiscal Officer gave a second reading to ORDINANCE 2010-2 - AN
ORDINANCE ENACTING CHAPTER 1287 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF
GRAND RAPIDS, RELATING TO WIND ENERGY CONVERSION SYSTEMS.
She also gave a second reading to ORDINANCE 2010-3 - AN ORDINANCE
AMENDING ORDINANCE 2008-08.
UNFINISHED BUSINESS:
Discussion was held regarding the frequency of Council meetings. No decision was
made.
NEW BUSINESS:
The Mayor advised Council that there may be a dog walk through the Humane
Society in the future.
Williams reminded all to fill out and turn in their census forms.
The Township Trustees asked the Mayor to bring to Council's attention that
there is an Electric Aggregation issue on the May 4th ballot. The Village won't
be affected by it, but will be able to vote on it.

The meeting was adjourned. The next scheduled meeting is May 10, 2010 at 7:30
P.M. at the Grand Rapids Town Hall.
