The Council of The Village of Grand Rapids convened in regular session from
7:30 P.M. to 9:15 P.M. in the Grand Rapids Town Hall. Mayor Judy Keifer called
the meeting to order with the following members and visitors present:

MINUTES: Hutchison made a motion, seconded by Berry to approve the Minutes of
the May 10, 2010 meeting as submitted.

APPROVED
BILLS: Hutchison made a motion, seconded by Erdody, to pay the bills
from April 27th thru May 10th, 2010.

INTRODUCTION OF VISITORS:
Julie Pontasch - After discussion on the
application for the Sun Set Jazz Fest - Council agreed to table the vote on this
until Mr. Hoffman checked with Mr. Marsh regarding an admission charge.
After discussion about the Arts Council's Art in the Park and Children's Art
Camp, including the date change, Hall made a motion, seconded by Hutchison, to
approve the Arts Council request for use of public property on July 10th for Art
in the Park.

Berry made a motion, seconded by Erdody, to approve the Arts Council's
request for the use of Howard Park on July 12th thru July 16th for the
Children's Art Camp.

APPROVED
Keifer presented the VFW request for the use of Howard Park for the Memorial
Day Parade and Remembrance Service. Berry made a motion, seconded by Hutchison,
to approve the VFW's application for the Memorial Day Parade & and
Remembrance Service at Howard Park on May 31st.

ADMINISTRATOR'S REPORT:
The Administrator gave his report - a copy will
be attached to the official minutes.
FISCAL OFFICER'S REPORT:
The Fiscal Officer distributed the April Bank
Reconciliation and Fund Status reports to Council in their Friday Packets. The
Revenue Status and Appropriation Status reports for the same month were
distributed to the Finance Committee.
She also explained the Supplemental Appropriations needed for Tony's 2009
Medical Reimbursement. Erdody acknowledged Council's approval of the
Supplemental Appropriation.
SHERIFF'S REPORT:
Deputy Rueble from the Sheriff's office attended the
meeting.
MAYOR'S REPORT:
Tim Brown wanted to advise Council be a Town Hall meeting in
North Baltimore
COMMITTEES:
Buildings, Parks, Properties & Maintenance:
The Mayor
discussed the recommendations for the Wood County Park Grants. For the $10,000,
they suggested adding more funds for the new shelter house at Labino Park. For
the $3,000, they suggested the removal and replacing of the remaining Ash trees.
For the $1,000, they suggested the purchase of safety fiber for the ball diamond
swing area. Council agreed.
The Committee requested a resolution be drawn up to name the middle school
area Pirates Park. The Committee is working on drawings and plans for the park.
The Committee decided to go forward with fixing and re-paving the alley
between Third Street and Second Streets. Hutchison made a motion, seconded by
Hall, to fix and repave the proposed Pirates Memorial Park Drive.

Safety & Welfare Meeting:
Berry gave his report. A copy will be
attached to the official minutes. Council agreed that one letter should be sent
to residents pertaining to weeds and grass.
Town Hall Board of Control:
Erdody gave her report. A copy will be attached
to the official minutes.
Committee of the Whole: A Committee of the Whole meeting was set up for
Thursday, May the 20th at 7:00 pm at the Administration Building.

Hall made a motion, seconded by Erdody, to read Ordinance 2010-2
by title only.

ENERGY CONVERSION SYSTEMS by title only. Hutchison made a motion, seconded by
Hall, to pass ORDINANCE 2010-2 - AN ORDINANCE ENACTING CHAPTER 1287 OF THE
CODIFIED ORDINANCES OF THE VILLAGE OF GRAND RAPIDS, RELATING TO WIND ENERGY
CONVERSION SYSTEMS.

THE JEFFERS PROPERTY GENERALLY KNOWN AS 23439 WEST RIVER ROAD.

The Fiscal Officer gave a first reading on RESOLUTION 2010-6 - A RESOLUTION
AMENDING APPROPRIATION ORDINANCE 2009-8
COMMENTS:
The 2004 Wood County Mitigation Plan needs to be upgraded. This
allows funds to be available in the event of national emergency. Hoffman will
submit our possible need for levy replacement in the event of a major flood.
