The Council of The Village of Grand Rapids convened in regular session from 7:30 P.M. to 9:10 P.M. in the Grand Rapids Town Hall. Mayor Judy Keifer called the meeting to order with the following members and visitors present:

Erdody made a motion, seconded by Hall to approve the Minutes of the July 26, 2010 meeting as submitted.

ADMINISTRATOR'S REPORT
The Administrator gave his report. A copy will be attached to the official minutes.

There will be another round of Ash Tree Removal grants we can look at. We are putting together an Emerald Ash Tree Removal plan to get more points in the grant process.

Hoffman advised Council that the best way to handle the West street ditch would be to lay d-rock all along as opposed to having a section of d-rock, then a section of dirt, then more d-rock. An estimate of $5,500 would cover the portion that needs to be done and approximately $10,000 to do the entire ditch.

Lewis made a motion, seconded by Hutchison, to move forward with the West Street ditch project from the West Street ditch north of Third Street to Front Street on the east and west side.

After discussion about the example letter, Council was advised that a detailed list of violation items and a letter that they want sent needs to be submitted to the Office to be mailed to residents on their list.

FISCAL OFFICER'S REPORT: 
The Fiscal Officer distributed the July Bank Reconciliation and Fund Status reports to Council in their Friday Packets. The Revenue Status and Appropriation Status reports for the same month were distributed to the Finance Committee.

The Fiscal Officer advised Council a Supplemental Appropriation had to be made to cover the Auditor Fees for the second half of 2009 Real Estate Tax payments.

Erdody made a motion, seconded by Williams, to accept supplemental appropriation as submitted.

SHERIFF'S REPORT
Deputy Klewer gave his report. There has been more coverage through the night.

INTRODUCTION OF VISITORS: 
David Pemberton Jr. - Suburban Natural Gas Mr. Pemberton Jr., gave background on the 5-year IRP (Infrastructure Replacement Program) rider and answered questions from Council.

READING OF COMMUNICATIONS: 
The Mayor addressed the Grand Rapids Chamber of Commerce's Application for use of Public Property. With no one present from the Chamber, no action was taken.

COMMITTEES: 
Parks Committee - Williams, on behalf of the Parks Committee recommends that the Village dig out the parking area and request that the Youth Baseball fills in the area with stone. They also recommend that the Village split the cost with the Youth Baseball to build a split rail fence to keep the cars from parking in the grass.

The status of the Lincoln Street Bridge was questioned. Once Hoffman gets the figures on repairing vs. replacing, he will present them to Council.

Town Hall Board of Control - Erdody gave the Town Hall Board of Control meeting report.

Safety Committee - Berry requested that the verbiage "and needs to be removed" be added to the example violation letter and once the detailed list is submitted, that letter can be used to send out.

ORDINANCES
The Fiscal Officer read ORDINANCE 2010-04 - AN ORDINANCE TO REQUEST AUDITOR TO ASSESS LOTS AND LANDS OF THE VILLAGE OF GRAND RAPIDS FOR THE LIGHTING OF STREETS, ALLEYS, WAYS AND OTHER PUBLIC PLACES.

Hutchison made a motion, seconded by Berry, to declare ORDINANCE 2010-04 an emergency.

The Fiscal Officer gave a first reading to ORDINANCE 2010-05 AN ORDINANCE ACCEPTING THE ANNEXATION OF THE JEFFERS PROPERTY GENERALLY KNOWN AS 23439 STATE ROUTE 65 RECENTLY APPROVED BY THE BOARD OF WOOD COUNTY COMMISSIONERS, AND ESTABLISHING INTERIM ZONING OF R-1 FOR SAID PROPERTY.

The Fiscal Officer read Resolution 2010-07 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS AS REQUIRED.

Hutchison made a motion, seconded by Berry, to declare RESOLUTION 2010-07, an emergency.
