The Council of The Village of Grand Rapids convened in regular session from 7:30 P.M. to 8:15 P.M. in the Grand Rapids Town Hall. Mayor Judy Keifer called the meeting to order with the following members and visitors present:

Bill Hutchison - Present  Carolyn Erdody - Present
Sara Lewis - Present   Curt Williams - Present

John Berry - Present

VISITORS:
Deputy Emahiser

MINUTES:
Erdody made a motion, seconded by Williams, to approve the minutes of the September 27th, 2010 meeting.

 Votes Were: Hutchison - yes Erdody - yes
  Lewis - yes Williams - yes  
  Berry - yes MINUTES APPROVED

BILLS:
Hutchison made a motion, seconded by Erdody, to pay the bills dated September 28 thru October 11, 2010 with the Guardian Alarm amount adjusted to the correct amount.

 Votes Were: Erdody - yes Lewis - yes
  Williams - yes Berry - yes  
  Hutchison - yes BILLS APPROVED

ADMINISTRATOR'S REPORT:
The Administrator gave his report; a copy will be attached to the official minutes.

After discussion, Hutchison made a motion, seconded by Berry, to pursue the grant applications for improvement on the tow path.

  Berry - yes Hutchison - yes
  Erdody - yes MOTION APPROVED

Mr. Spicer, from the Boy Scouts, is requesting approval from Council to replace the roof on the Boy Scout Cabin. Berry made a motion, seconded by Erdody, to allow Mr. Spicer to replace the roof at the Scout Cabin according to the Town specifications.

 Votes Were: Williams - yes Berry - yes
  Hutchison - yes Erdody - yes  
  Lewis - yes REQUEST APPROVED

After discussion, it was decided that the Administrator would look into the getting started with a legal firm for the Suburban issue.

FISCAL OFFICER'S REPORT:
The Fiscal Officer distributed the September Bank Reconciliation and Fund Status reports to Council in their Friday Packets. The Revenue Status and Appropriation Status reports for the same month were distributed to the Finance Committee.

Advised Council that a Supplemental Appropriation for $250.00 was required to process a cash payment for past due income taxes. Erdody made a motion, seconded by Williams, to accept the supplemental appropriations dated October 6, 2010 as submitted.

  Williams - yes SUPPLEMENTAL APPROPRIATION APPROVED

SHERIFF'S REPORT:
Deputy Emahiser gave the Sheriff's report.

COMMITTEES:
A Utility Committee meeting was scheduled for Thursday, October 14th, 2010 at 7:00 at the Administration Offices.

Erdody gave her report on the Town Hall Board of Control meeting that was held September 16th, 2010. The next meeting is tentatively set for October 20th, 2010.

Erdody gave her report on the Sidewalks Committee. Council will get a copy in their next packet.

ORDINANCES:
The Fiscal Officer Read Resolution 2010-8 - Resolution Accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Erdody made a motion, seconded by Lewis, to declare Resolution 2010-8 an emergency.

 Votes Were: Hutchison - yes Erdody - yes
  Lewis - yes Williams - yes  
  Berry - yes SO DECLARED

The Fiscal Officer Read Resolution 2010-8 - Resolution Accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor by title only. Erdody made a motion, seconded by Berry, for passage of Resolution 2010-8.

  Hutchison - yes RESOLUTION APPROVED


COMMENTS:
Mayor Keifer will be setting up a Post-Applebutter meeting with Chuck Thomas. Council was asked to submit any questions/problems they had for discussion.

Hutchison made a motion, seconded by Erdody, to adjourn.

The meeting was adjourned. The next scheduled meeting is October 25, 2010 at 7:30 P.M. at the Grand Rapids Town Hall.
