The Council of The Village of Grand Rapids convened in regular session from 7:30 P.M. to 8:30 P.M. in the Grand Rapids Town Hall. Mayor Judy Keifer called the meeting to order with the following members and visitors present:

Bill Hutchison - Present Carolyn Erdody - Present
Sara Lewis - Unexcused (excused)  Curt Williams - Present
John Berry - Present

EMPLOYEES: Chad Hoffman, Karen Rader

MINUTES:
Hutchison made a motion, seconded by Erdody, to forego the reading of the minutes accept them as written.

  MINUTES APPROVED

BILLS:
Erdody made a motion, seconded by Williams, to accept the bills as submitted dated August 24 thru September 13, 2010

ADMINISTRATOR'S REPORT:
The Administrator gave his report. A copy will be attached to the official minutes.

            7:50 pm - Lewis arrived

After discussion, it was decided to leave the dead bushes as they are at the Blue Bell Park area until after the Applebutter Fest when they can be dug out and the area be fixed correctly.

Erdody, seconded by Hutchison, made a motion to accept the Emerald Ash Borer Plan as submitted.

Erdody requested clarification on the parking with the Scouts. Council does not want any parking in the ball diamond area. Hoffman will send the Scouts a letter with a picture of the area showing the areas we do not want parking.

FISCAL OFFICER'S REPORT:
The Fiscal Officer distributed the August Bank Reconciliation and Fund Status reports to Council in their Friday Packets. The Revenue Status and Appropriation Status reports for the same month were distributed to the Finance Committee.

The Fiscal Officer explained that due to more refunds than anticipated, the Income Tax Fund needed additional appropriations. Erdody acknowledged the $2000.00 Supplemental Appropriations needed for the Income Tax Fund due to unanticipated refunds.

READING OF COMMUNICATIONS:
The Mayor read an invitation to the Eagle Scout Ceremony on October 2nd.

COMMITTEES:
The Mayor reminded Council of the Applebutter Fest Safety meeting Wednesday, September 15 at 7:00 pm.

ORDINANCES:
The Fiscal Officer gave a third reading to 2010-05 AN ORDINANCE ACCEPTING ANNEXATION OF THE JEFFERS PROPERTY GENERALLY KNOWN AS 23439 ST. RT. 65 RECENTLY APPROVED BY THE BOARD OF WC COMMISSIONERS, AND ESTABLISHING INTERIM ZONING OF R-1 FOR SAID PROPERTY. Erdody made a motion, seconded by Berry, for passage Ordinance 2010-05.

  Lewis - yes Williams - yes  Berry - yes 
  ORDINANCE APPROVED

UNFINISHED BUSINESS:
After discussion, Erdody made a motion, seconded by Williams, to close Third Street from Wapakoneta to Bridge Street with letters being sent to residents informing them. It was also decided that there should be nothing in the right-of-way and that this should be included in the letter, by order of Village Council.

Erdody made a motion, seconded by Hutchison, to adjourn.

The meeting was adjourned. The next scheduled meeting is September 27th, 2010 at 7:30 P.M. at the Grand Rapids Town Hall.
